Job Summary
Battelle’s CBRNE Business Line is seeking a Senior Program Manager to manage a science and technology-based program focused on enhancing global biosurviellance, biodetection and biosecurity capabilities. The successful candidate will manage a complex multi-year program, with multiple concurrent technical subtasks that may include training and scientific mentoring of foreign partners. This program will be performed in coordination with diverse international partners and stakeholders. The successful candidate will provide senior leadership and guidance in a matrixed organization which requires coordination of geographically dispersed project teams (CONUS and OCONUS) comprised of academia, subcontractors, and international partners. The PM must have in depth knowledge of government contracting/procurement with a demonstrated ability to apply proven processes to ensure customer requirements are met including technical, financial, risk, schedule, and all other contractual commitments. Exceptional communication skills with the ability to effectively collaborate across broad audiences at all levels is required. Given the program’s complexity, delegation and supervision of deliverables is required to ensure technical, cost, and schedule objectives are met.
This full-time position is anticipated to be located in the Washington DC area.
Responsibilities
• Provides consistent and cohesive technical leadership and program direction for a complex S&T based program with multiple concurrent technical and operational projects
• Supports the execution of a variety of projects and leads the preparation of project plans, acquisition program baselines, acquisition strategies, implementation plans, and funding plans for all assigned projects within multiple geographic areas
• Establishes effective organizational structure to accomplish program objectives, including strategic selection and oversight of subcontractors and academic partners
• Must have ability to direct and coordinate multiple activities of large groups of diverse technical experts
• Implements effective management processes and oversight to integrate cost, schedule, and performance requirements. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of a project
• Reviews financial and performance information to determine project status, identify significant variances, and initiate corrective actions to achieve program objectives.
• Demonstrated success implementing processes for early risk identification and resolution
• Innovative problem solving focused on flexible and agile execution in accordance with approved contracting standards
• Leads customer, stakeholder, and partner engagements (CONUS and OCONUS) ensuring program execution is aligned with customer expectations
• Establishes program performance metrics to evaluate and measure program accomplishments and support decision making
• Assesses program impacts of scope, schedule and budget change requests and ensures that the requisite action is taken
• Oversee and facilitate development of multiple, simultaneous technical proposals in response to program technical directives.
Key Qualifications
• Bachelor’s Degree in STEM and at least 10 years of relevant experience; or an equivalent combination of education/experience in a relevant field.
• At least 10 years PM experience managing complex technical programs exceeding $10M in budget.
• Must be able to travel to CONUS and OCONUS locations to support program objectives
• Ability to multi-task, set priorities, and clearly communicate team objectives
• Excellent business acumen and ability to identify and resolve problems and issues efficiently
Preferred Qualifications
• Advanced degree in biological sciences or relevant STEM field
• Demonstrated experience collaborating with broad OCONUS partners and stakeholders
• PMP Certification highly preferred
• DOD Secret Clearance, with an ability to obtain a Top Secret Clearance
