Sr. Scrum Master/Project Manager
RealTime eClinical Solutions
“Be part of a company that is influential and the standard for a rapidly evolving industry!”
WHO ARE WE?
RealTime eClinical Solutions is a Global Leader and rapidly growing SaaS technology company that provides comprehensive Software Solutions to the clinical research industry.
Our Vision is to reshape the global clinical research industry with innovative solutions that help advance medicine and save lives. Our cloud-based solutions are dedicated to solving complex problems and simplifying clinical research processes to be more organized, efficient, and cost-effective. We are based out of San Antonio, TX, but are truly a remote and telecommuting company.
WHAT ARE WE LOOKING FOR?
The Senior Scrum Master / Project Manager is the primary guiding authority for Agile ceremonies, structure, and delivery discipline across the engineering organization. This role sets and enforces the standard for how Agile is practiced organization-wide — directly coaching and overseeing a cohort of Scrum Masters across a broad portfolio of teams, while personally serving as the acting Scrum Master for a subset of teams to stay close to day-to-day delivery. The role owns the organization's Agile Development Metrics & Quality Accountability Framework end-to-end, translating Jira and GitHub activity into trustworthy delivery and quality signals for engineering and business leadership. The Senior Scrum Master / Project Manager is also the primary Agile conduit between Product Management/Product Ownership and the engineering teams, ensuring scaled Agile practices connect roadmap intent to sprint execution cleanly and predictably.
WHAT WILL YOU BE DOING?
1. Agile Program Leadership & Scrum Master Coaching
- Set and enforce the standard for Agile ceremonies and structure across 12 teams; directly coach and performance-support 6–7 Scrum Masters.
- Maintain a consistent Agile operating model (definitions of ready/done, estimation, cadences, escalation paths) across all teams.
- Resolve cross-team delivery impediments and run a Scrum Master community of practice.
2. Direct Scrum Mastery
- Act as Scrum Master for 2 assigned teams — ceremonies, backlog hygiene, and impediment removal — to stay grounded in day-to-day delivery.
3. Agile Development Metrics & Quality Accountability Framework
Own, implement, and evolve a comprehensive Agile Development Metrics & Quality Accountability Framework spanning sprint execution, code review discipline, and defect accountability — from first commit through production — using Jira and GitHub as the systems of record.
- Implement and maintain core delivery metrics in Jira — velocity, sprint predictability, cycle time, lead time, throughput, WIP, scope creep, and carryover rate — at team, sprint, and rolling-quarter cadence.
- Implement code review rigor metrics from GitHub pull request activity, including change-requested rate, rework commits per PR, review cycles to approval, time in review, and senior reviewer
- comment density; partner with engineering leadership to maintain branch protection rules and senior-reviewer group definitions that keep this data complete.
- Own the defect discovery-by-phase taxonomy on the Bug issue type in Jira (Unit/TDD, Code Review, Dev/Integration Testing, QA/Release Testing, Production/Escaped) and the resulting metrics: defect detection distribution, escape rate, production escape rate, phase containment effectiveness, defect density, and mean time to detect.
- Maintain the escaped-defect attribution chain, linking each bug ticket back to its originating story/task, the merged pull request(s) that implemented it, and the author and reviewers of record, via Jira links and GitHub smart-commit/PR referencing, enabling accountability rollups in either direction.
- Own the recurring per-release and quarterly Contractor/Team Accountability Rollup reporting cycle, and ensure trend lines (improving, flat, or worsening) are reviewed with the relevant teams and leads, not just presented in aggregate.
- Own the reporting and BI delivery mechanic for the framework — including administration of eazyBI (or equivalent BI layer) connected to Jira and GitHub — to produce recurring dashboards and reports for engineering and business stakeholders without requiring a separate data pipeline.
- Continuously refine the framework's guiding principles: metrics must be actionable, paired for balance (speed vs. quality), system-focused rather than individual-focused (with defect attribution as the narrow, explicitly scoped exception), trend-driven, diagnostic rather than target-driven, and passively instrumented from existing Jira/GitHub workflow artifacts.
4. Agile Conduit for Product Management
- Serve as the primary Agile conduit between Product Managers, Product Owners, and the engineering organization, translating roadmap and portfolio intent into scaled Agile execution across the 12 teams.
- Apply scaled Agile methodologies (e.g., SAFe, Scrum@Scale, or the organization's equivalent) to coordinate cross-team dependencies, program increment / release planning, and backlog alignment between Product and Engineering.
- Facilitate program-level ceremonies (e.g., PI planning, scrum-of-scrums, cross-team dependency reviews) that connect Product Owner intent with the delivery capacity and constraints of the 12 teams.
- Provide Product Management and Product Ownership with visibility into delivery health and quality signals from the Metrics & Quality Accountability Framework to inform prioritization and roadmap tradeoffs.
PERFORMANCE STANDARDS
Performance at this level is evaluated across four dimensions:
Agile Program Delivery
- Ceremonies across all 12 teams consistently meet the organization's defined Agile standard, with impediments identified and escalated proactively rather than discovered after the fact.
- The 2 directly run teams deliver predictably, with healthy sprint predictability and carryover metrics.
Metrics & Quality Accountability
- The Agile Development Metrics & Quality Accountability Framework remains accurate, current, and trusted — data completeness (linkage, tagging, discovery-phase fields) is maintained across teams.
- Reporting and BI dashboards are delivered on a reliable cadence and are actively used by engineering and business leadership in decision-making.
Organizational Impact & Coaching
- Scrum Masters who report into this role demonstrably improve in facilitation quality, impediment resolution, and Agile maturity over time.
- Escaped-defect and code-review-rigor trends across teams move in a positive direction release over release.
Leadership & Communication
- Serves as a trusted, low-friction conduit between Product and Engineering, with dependencies and tradeoffs surfaced early rather than at the point of conflict.
- Communicates delivery risk, quality trends, and program status clearly to both technical and non-technical stakeholders.
WHAT DO YOU NEED?
- Bachelor’s degree in a related field, or equivalent experience.
- 5+ years of experience as a Scrum Master or Agile Project Manager in a professional software development environment, including experience coaching or leading other Scrum Masters.
- Demonstrated experience running Agile ceremonies and delivery practices across multiple concurrent teams.
- Working knowledge of scaled Agile methodologies (e.g., SAFe, Scrum@Scale, LeSS) and experience serving as a conduit between Product Management/Product Ownership and engineering teams.
- Hands-on proficiency administering Jira for Agile delivery, including custom fields, workflows, and sprint/board configuration.
- Working knowledge of GitHub pull request workflows, branch protection, and Jira–GitHub linkage (smart commits) sufficient to own a metrics framework built on that data.
- Demonstrated ability to design, implement, and evolve delivery and quality metrics programs, and to translate them into reporting that non-technical stakeholders can act on.
- Familiarity with AI-assisted engineering tooling and workflows.
WHAT SETS YOU APART?
- Certified Scrum Master (CSM), Professional Scrum Master (PSM), or equivalent certification; SAFe certification (e.g., SAFe Scrum Master, SAFe Program Consultant) a plus.
- Direct experience administering eazyBI (or a comparable BI/reporting layer) against Jira and GitHub data.
- Experience building or maturing a defect discovery and escaped-defect attribution framework.
- Experience working in regulated environments with compliance requirements (HIPAA, HITECH, PCI DSS, or similar).
WHAT IS IN IT FOR YOU?
- The company sponsors health insurance, long-term disability, and life insurance.
- Unlimited Paid Time Off.
- 10 paid Holidays.
- Paid Parental Leave.
- Work Anniversary Bonus.
- Participation in the Employee of the Quarter Program.
- Monthly $100 Connectivity Stipend Reimbursement.
- RealTime matches employee 401K contributions at 100% of the first 3% invested and 50% of the next 2% invested.
All successful candidates must complete and pass reference and background checks.
The desired salary must be indicated for the application to be considered.
The pay rate is commensurate with experience and is determined on an individual basis after an interview has occurred.
Equal Opportunity Employer – RealTime eClinical Solutions strongly values diversity and is committed to equal opportunity and non-discrimination in all of its policies and practices, including employment.

About the Opportunity
DMI, LLC is seeking a Scrum Master to run the delivery cadence on a ServiceNow service management program for a customer on Capitol Hill. The program runs in two tracks from award: a six-week assessment and planning phase producing a current-state baseline, future-state model, and prioritized roadmap, and concurrent Agile Scrum delivery of a customer-approved ServiceNow backlog, followed by iterative implementation against the roadmap.
The Scrum Master owns the sprint rhythm: facilitation of every ceremony, removal of impediments, coaching of the team and the customer Product Owner, and coordination of Agile delivery with release management, testing, deployment, and organizational change management. This is a facilitation and coaching role inside a formal Government acceptance process, not a project administration role.
Duties and Responsibilities:
-
Agile Facilitation
- Facilitate backlog refinement, sprint planning, daily stand-ups, sprint demonstrations to customer stakeholders, and retrospectives on the cadence agreed with the customer.
- Coach the Scrum team, the customer Product Owner, and other stakeholders in Agile and Scrum principles, roles, responsibilities, and ways of working.
- Coach the Product Owner on backlog management, refinement, prioritization, development of clear backlog items and acceptance criteria, sprint planning, and effective participation in ceremonies.
-
Impediments and Dependencies
- Identify and facilitate resolution of cross-team dependencies, impediments, risks, and delivery constraints.
- Coordinate Agile development with release management, testing, production deployment, and organizational change management activities.
- Maintain the release and sprint plan and the deliverable cadence map with the Project Manager so every deliverable is tied to a sprint, release, or phase.
-
Team Health and Improvement
- Coach the team toward greater self-management, accountability, collaboration, and continuous improvement, including identifying and addressing behaviors or practices that impede delivery.
- Report observed velocity and sprint outcomes for the weekly status report, so the customer decides on pace with evidence.
- Run retrospectives whose actions feed the backlog and the continuous-improvement process the customer reviews and approves.
Qualifications
Education and Years of Experience:
- Bachelor of Science degree.
- Five or more years of relevant experience.
Required Skills & Certifications:
- Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or equivalent.
- Experience running Scrum on a ServiceNow or other ITSM platform program.
- Prior program experience on Capitol Hill.
- Experience with GitLab or an equivalent tool for epics, stories, defects, and milestones.
Additional Requirements:
- Minimum five years of experience supporting Agile software development or technology implementation teams, including at least three years performing Scrum Master or an equivalent Agile facilitation role.
- Demonstrated experience facilitating Agile/Scrum teams supporting enterprise technology platforms or ITSM implementations.
- Demonstrated experience coaching Scrum teams, Product Owners, and other stakeholders in Agile/Scrum principles, roles, responsibilities, and effective ways of working.
- Demonstrated ability to identify and facilitate resolution of cross-team dependencies, impediments, risks, and delivery constraints.
- Experience working with Product Owners, developers, testers, architects, operations personnel, and business stakeholders in complex enterprise environments.
- Experience coordinating Agile development with release management, testing, production deployment, and organizational change management activities.
- Demonstrated ability to coach teams toward greater self-management, accountability, collaboration, and continuous improvement.
- Experience coaching Product Owners on backlog management, refinement, prioritization, acceptance criteria, sprint planning, and effective participation.
- Ability to successfully complete the background investigation required for customer facilities and systems.
Citizenship Status Required: Must be a U.S. Citizen
Physical Requirements: No physical requirements needed for this position.
Location: Remote, US
Work Arrangement:
- This position is performed off-site or at Contractor facilities unless the customer directs otherwise.
- This position is designated Key Personnel under the task order. Substitution requires customer approval.
- Deliverables are subject to formal Government review and written Contracting Officer's Representative acceptance.

GDIT is currently seeking a SCRUM Master for our program supporting NASA.
The Opportunity:The Aerospace Capabilities Portfolio Office (ACPO) runs ongoing software, data, and machine learning development supporting its applications and its broader data community. This work moves quickly: AI-accelerated development shortens delivery cycles and, in turn, increases the planning, coordination, and reporting burden placed on project management. ACPO needs a seasoned, data-forward Scrum Master who can absorb that burden, keep fast-moving teams aligned and unblocked, and turn strategy, priorities, and available team capacity into predictable day-to-day execution. This person uses delivery data to measure and continuously improve how the team performs, sets and enforces the standards the team works to, and coaches and pushes the team to meet them. This is a hands-on delivery role working directly with project leads and leadership, and its purpose is to make delivery run smoothly enough that leadership can rely on it.
Responsibilities:
- Facilitate agile delivery end to end: sprint planning, daily stand-ups, reviews, retrospectives, and backlog refinement, keeping each ceremony focused and time-boxed.
- Work with project leads to translate strategy, priorities, and team resources into executable sprint and release plans, and keep day-to-day execution aligned to those priorities.
- Remove impediments, coordinate cross-team and external dependencies, and protect the team’s focus so it can deliver consistently.
- Produce clear delivery products and overviews (roadmaps, prioritization and trade-off views, delivery and status reporting) that let leadership make informed trade decisions on prioritization and investment.
- Use delivery data to drive efficiency: track metrics (velocity, throughput, burn-down, cycle time, defect rate, and delivery-performance metrics), find where the team loses time or quality, and act on it to measurably improve how the team performs.
- Establish the delivery and quality standards the team works to, document them, and hold the team accountable to them.
- Adapt agile practice to an AI-accelerated pace: streamline planning and coordination so process keeps up with faster development cycles rather than slowing them down.
- Manage the backlog with product owners and project leads, ensuring upcoming work is refined, estimated, and aligned to stakeholder needs.
- Coach and push the team: raise the team’s agile discipline, hold people to commitments and standards, and foster a collaborative, high-performing delivery environment.
Qualifications:
Required:
- 10+ years of experience in agile delivery, Scrum Master, or agile project/program management roles.
- US Citizenship and the ability to obtain the relevant agency cleareance are required.
- Active Scrum Master certification (e.g., PSM, CSM, or SAFe Scrum Master).
- Deep, demonstrated command of Scrum and other agile frameworks (Kanban, SAFe, Lean), and of servant-leadership practice.
- Demonstrated experience translating strategy and priorities into executable team plans and keeping delivery aligned to them.
- Demonstrated experience producing delivery metrics, status products, and reporting that support leadership decision-making and prioritization.
- Demonstrated use of delivery data and metrics to measurably improve team efficiency and quality (for example, reducing cycle time or defect rates).
- Demonstrated experience setting delivery or quality standards and holding a team accountable to them, and coaching teams to a higher level of performance.
- Proficiency with agile delivery tooling (e.g., Jira, Confluence, Azure DevOps, or similar).
Desired:
- Experience facilitating teams that build software, data, and applied AI/ML products.
- Experience adapting agile process to fast-moving, AI-driven development.
- Experience coaching or mentoring other Scrum Masters, or scaling agile across multiple teams.
