GovCIO is hiring a Senior Application Engineer to lead the modernization of legacy software systems for complex conceptual data at the Department of Veterans Affairs. The candidate will work closely with leadership, architects, and business stakeholders to develop and implement strategies for transitioning outdated applications to secure, scalable, and resilient VA cloud and data infrastructures. This position is fully remote within the United States.
**Responsibilities**
+ Support modernization, integration, and lifecycle management within a diverse, mission critical enterprise—covering healthcare delivery, research, and analytics.
+ Perform basic troubleshooting, break/fix analysis, and sustainment operations to ensure reliability of VA systems.
+ Support steady-state operations, incident resolution, and routine maintenance activities.
+ Coordinate with development, operations, and VA stakeholders to resolve issues quickly and prevent service disruption.
+ Lead with analytics, leveraging migration patterns to proactively resolve dependencies and eliminate roadblocks before they impact operations.
+ Monitor system health and drive cloud optimization strategies that enhance scalability and cost-effectiveness.
+ Maintain comprehensive documentation for network designs, policies, and procedures, promoting consistency and scalability.
+ Guide the transition from on-premises to cloud solutions, championing adaptability and innovation.
+ Work closely with Cloud Engineers and Architects, fostering cross-functional synergy to craft robust infrastructure solutions.
+ Translate complex technical challenges into digestible, executive-ready messaging for strategic decision-making.
+ Support quarterly planning sessions, roadmap reviews, and enterprise briefings.
**Qualifications**
**Required Skills and Experience:**
+ Bachelor’s degree in Business Administration, Information Technology, or a related field. (or commensurate experience)
+ 12+ years of experience in business analysis, project management, or a similar role.
+ Strong knowledge of software maintenance methodologies, including DevOps.
+ Proficiency in SQL database management, query optimization, and stored procedures.
**Preferred Skills and Experience:**
+ Strong knowledge of networking protocols (TCP/IP, BGP, OSPF, DNS, VPN).
+ Proficiency in automation tools and scripting (Python, Terraform, Ansible).
+ Experience with Azure, databricks, SQL, Javascript, NodeJs
+ Deep knowledge of Department of Veterans Affairs (VA) technology stacks
+ Strong technical leadership and the ability to explain complex systems in clear, actionable ways.
+ Proven experience in designing and implementing architecture to support scalable and efficient system development.
+ Familiarity with Agile methodologies and project management tools.
+ Knowledge of machine learning and AI frameworks is a plus.
+ CI/CD pipeline development and automation.
+ Comprehensive understanding of security protocols and data protection measures.

USD $175,000.00 - USD $200,000.00 /Yr.
