Muller is a full-service sitework contractor based in Northern Virginia, delivering sustainable civil construction services across Maryland, Virginia, and DC through a technology-driven, systems-based approach.
We are seeking a skilled Recruiter to join our operations. This role requires at least 3 years of experience in construction, skilled trades, or industrial recruiting, with staffing experience preferred and Spanish and English fluency.
The Recruiter will manage full-cycle recruiting for craft and construction professionals, qualify candidates, attending industry and boots on the ground events, support onboarding, and serve as a key liaison between field operations and HR.
This position is a part of a high-performing, established recruiting team with strong systems, resources, and leadership support. We are looking to add individuals who are proactive, detail-oriented, and driven to deliver results in a fast-paced, growth-focused environment.

Responsibilities:
Field Recruiting (Skilled Trades, Construction)- On-site position with travel requirements; this is not a remote role. **Flexible scheduling within established business needs**
Source and connect with hourly trades talent through job boards, referrals, events, and local networks
Build strong pipelines for high-volume and hard-to-fill field roles
Screen candidates for skills, experience, and job fit
Partner with Field Teams
Work closely with Ops, PMs, and field leaders to understand staffing needs and timelines
Stay ahead of hiring demands and flag any gaps early
Share what you’re seeing in the market (availability, pay trends, hiring challenges)
Field Presence & Events
Represent the company at job fairs, trade schools, and community events
Help run proprietary hiring events and local recruiting efforts
Build relationships with workforce programs and trade partners
Candidate Experience
Be the main point of contact for candidates through the process
Keep communication clear and timely from screen to hire to onboarding
Make sure candidates have a smooth, positive experience
Admin & Tracking
Keep systems and trackers updated (apps, pipelines, hires, metrics)
Stay compliant with hiring policies and documentation
Track basic metrics like time-to-fill and hiring results
Onboarding Support
Partner with HR/ops to ensure smooth start for new hires
Support early retention (first 30–90 days)
Performance Focus
Fill roles quickly with quality candidates
Maintain strong pipelines for field roles
Improve hiring speed, retention, and event success
Required Qualifications:
Preferred four-year college degree in Human Resources or business-related field
At minimum 3 years of experience in full cycle recruitment
High volume recruiting experience in Trades, Construction, and/or Professional Recruiting
Experience developing and implementing recruitment strategies that positively impact time to fill, quality of hire, and other recruiting metrics and outcomes.
Bilingual Spanish/English is preferred
Experience with HR Systems and Applicant Tracking platforms
Proficiency with Microsoft Word and Excel, excellent written and verbal communication skills, and the ability to coordinate multiple projects is desired
Highly motivated, independent drive, self-directed, and results driven to help the company achieve its aggressive staffing goals.
Ability to work in a fast-paced environment with multiple stakeholders and under deadline-based requirements.

Position Description:
As part of the Project Management Office (PMO) Contracts Team, responsibilities may include any of the following:
• Coordination with project management personnel at the District, PMO, College Project Teams, or Colleges to develop and prepare procurement packages for the selection of general contractors, design-build entities, and professional services providers (i.e. architects, engineers, inspectors).
• Management of a variety of competitive bidding/selection processes for construction and/or professional services, from planning through award including direct responsibility for all administrative functions (i.e preparing procurement documents, addenda, evaluation materials, approval documentation, award documentation, contract documents). • Based on workload and department resources, at the sole discretion of the department supervisor, a variety of tasks and responsibilities may be assigned and or change over time to best serve the needs of the District.
• Strict adherence to policies, procedures, templates, and applicable laws is a daily part of this role.
• Reporting, tracking, and quality control for assigned procurements processes.
• Responsibility for multiple concurrent procurement processes with various stakeholders.
• This is a heavily administrative role with minimal administrative support.
• This role requires a high level of attention to detail and compliance under the scrutiny of consistent audits both internal and external.
• Work is fully in the PMO Office with no hybrid or remote opportunity in accordance with District policy.
Minimum Required Qualifications:
• Minimum of 5 years of relevant experience to the position description.
• Bachelor’s degree (relevant field preference above others). Additional four years qualifying experience in excess to the minimum stated above may be substituted for the required education.
• Knowledgeable of standard contract terms and conditions for design, construction, and other related services.
• Proficient with Microsoft Excel, Word, and Adobe Acrobat.
