Senior Vice President, Affordable Housing Operations

Collective Residential is building a centralized Affordable Housing Operations platform that will unify operations, leadership, best practices, and oversight across a growing portfolio of affordable housing communities and management companies. The SVP, Affordable Housing Operations will be a key member of the senior leadership team responsible for building and leading this platform as the company grows primarily through acquisition. The initial portfolio is expected to encompass approximately 7,000+ units, with significant opportunity for continued expansion.
This is a builder and enterprise leadership role—not a day-to-day compliance position. The SVP will evaluate the operating structures of acquired companies, establish the appropriate organizational model, set standards and expectations, and implement best practices across the growing portfolio. The leader will work closely with portfolio company and property leadership, while providing centralized oversight of affordable housing operations and compliance.
Key Responsibilities- Build & Lead the Affordable Housing Platform: Build and lead a centralized affordable housing operations function across the portfolio, establishing organizational structure, staffing model, accountability, and leadership cadence for a growing, multi-state portfolio.
- Lead Acquisition Integration & Organizational Development: Play a central leadership role in integrating affordable housing operations from acquired companies—assessing structures, teams, systems, and processes, and recommending the best operating model.
- Establish Operational Standards & Best Practices: Develop scalable operating standards, policies, procedures, reporting, and performance expectations across the portfolio.
- Provide Compliance Oversight: Provide senior-level oversight of affordable housing compliance across LIHTC, HUD, Section 8, HOME, bond-financed, and other federal/state housing programs—leadership and oversight, not day-to-day file reviews or routine compliance administration.
- Lead Risk Management & Regulatory Strategy: Establish a framework for identifying, monitoring, and addressing compliance and operational risk; serve as senior advisor to executive leadership on affordable housing regulatory matters.
- Lead External Relationships: Represent Collective Residential with HUD, state housing finance agencies, syndicators, investors, auditors, and other key stakeholders.
- Drive Systems, Reporting & Technology: Evaluate and improve systems, data, reporting, and technology, including Yardi and comparable platforms.
- Support Growth, Acquisitions & New Business: Provide operational and compliance leadership for acquisitions, preservation, repositioning, and other strategic growth initiatives.
- Partner Across the Organization: Serve as the connective point between corporate leadership, portfolio company leadership, regional/asset management teams, and property-level operations.
Requirements
- 10–15+ years of progressive leadership experience in affordable housing property management, operations, asset management, or a related field, including significant senior/executive-level responsibility.
- Demonstrated leadership experience across affordable housing portfolios, with strong working knowledge of LIHTC, HUD programs, Section 8, HOME Funds, bond-financed housing, and other applicable programs.
- Strong operational leadership skills with a track record of building, restructuring, integrating, or scaling teams and operating platforms.
- Experience evaluating organizations and recommending improvements to structure, staffing, processes, systems, and accountability.
- Experience with acquisitions, M&A integration, multi-company environments, shared services, or other complex organizational integrations strongly preferred.
- Ability to provide senior-level compliance oversight without being focused on day-to-day compliance administration.
- Strong relationships with, or experience engaging, HUD, state housing finance agencies, syndicators, investors, external auditors, and affordable housing developers.
- Experience with Yardi or comparable property management/compliance systems.
- Exceptional communication, judgment, relationship-building, and change-management skills.
- Comfortable operating in a matrixed environment, influencing portfolio company leaders while establishing centralized standards and accountability
This is a uniquely positioned opportunity for an experienced affordable housing executive to help build a growing platform rather than inherit a fully established structure. Because the portfolio will largely be assembled through acquisitions, the SVP will have the autonomy and influence to assess existing operations, make recommendations, build the right leadership structure, and implement the best practices needed for scale.

Vice President of Growth Operations

Aretum is seeking an accomplished Vice President of Growth Operations to lead multiple teams including our Proposal team, Business development pipeline management team, and GWAC/IDIQ task order response team. This leader will help follow and strengthen the processes, intelligence, and resources that support continued expansion and growth across the federal market for the company.
Reporting to the CEO, this executive will oversee Aretum’s Proposal and Business Development Analysts teams, in addition to the rapid task order response teams,and work closely with Sector leaders and sector-aligned Business Development and Capture professionals to drive disciplined, coordinated growth across the organization.
The Vice President of Growth Operations will manage the task of connecting Aretum’s corporate growth requirements to a qualified, actionable pipeline; strengthen opportunity qualification and capture discipline; oversee proposal execution from inception to compliance to submission; and provide the market and competitive intelligence needed to identify new opportunities and improve win outcomes.
This is a hands-on leadership role for someone who understands how federal contractors identify, shape, pursue, and win business and can build a scalable growth model around those activities.
What You'll Do- Develop and execute Aretum’s enterprise growth operations around Business development pipelines, bids and proposals in partnership with the CEO, Sector leaders, and executive leadership team
- Drive pipeline governance and growth performance, including opportunity qualification, prioritization, PWIN, gate reviews, bid/no-bid decision, and executive reporting
- Lead the Proposal and Business Development Analysts organizations, ensuring teams deliver high-quality proposal support, market intelligence, competitive analysis, and actionable pipeline insights
- Partner with sector-aligned BD and Capture leaders to strengthen account planning, capture strategy, customer positioning, teaming, competitive differentiation, and pursuit readiness
- Provide strategic oversight and hands-on leadership for priority and must-win opportunities, challenging teams on customer knowledge, win strategy, solution maturity, staffing, pricing, and competitive position
- Work with Sector leaders to identify new markets, customers, contract vehicles, partnerships, and account expansion opportunities aligned with Aretum’s capabilities and strategic objective
- Build greater visibility and predictability across Aretum's growth lifecycle through disciplined processes, metrics, forecasting, and pipeline management
- Partner across Operations, Pricing, Finance, Talent Acquisition, Technical leadership, and other corporate functions to ensure pursuits are positioned and resourced to win
- Be one of the approvers in the Bid and Proposal (B&P) budgeting and approval process
- Ensure that Aretum’s Proposal Operations team follows the processes needed to be successful in submitting well-executed, compliant and compelling proposals
- Ensure Business Analysts are provided day to day guidance and mentoring based on the needs of the company
- Continuously improve Aretum's growth infrastructure, tools, processes, and operating cadence to support scalable and repeatable growth
Requirements
- 12+ years of progressive federal government contracting growth, business development, proposal management, capture, strategy, or related experience, including senior leadership responsibility
- Experience supporting Federal Civilian, Defense, Homeland Security, and/or Health agencies, as well as experience within a growing mid-sized government contractor
- Proven success developing and supporting competitive federal contract wins
- Deep understanding of the federal business development lifecycle, including pipeline development, opportunity qualification, capture, competitive intelligence, teaming, pricing, and proposal execution
- Experience successfully operating within a matrixed organization
- Demonstrated ability to assess pipeline quality, challenge pursuit strategies, identify market opportunities, and drive disciplined investment and bid decisions
- Strong executive presence with the ability to influence senior leaders, build alignment across teams, and clearly communicate growth processes and performance
- Experience leading or working closely with proposal, capture, business development, and market intelligence functions within a federal contractor
- Bachelor's degree or equivalent relevant professional experience
The Vice President of Growth Operations will build, maintain and enhance more predictable, disciplined, and scalable growth and proposals engine for Aretum.
Success will be reflected in a stronger qualified pipeline, earlier and more effective capture, improved proposal readiness and execution, better market and competitive intelligence, disciplined investment decisions, and increased conversion of strategic opportunities into wins.
Sector leaders and their aligned BD/Capture teams will retain ownership of their customers and markets, while the Vice President, Growth Operations provides the governance, analytics, proposal leadership, and cross-functional coordination needed to drive growth across Aretum.

- Anticipated Salary Range: $175,000 to $200,000 annually. Final compensation will be determined based on factors including education, experience, qualifications, skills, and applicable contract requirements.
