Position Overview
The Biologist provides advanced scientific and technical support to the Laboratory of Cell Structure and Dynamics within the National Institute on Deafness and Other Communication Disorders (NIDCD), Division of Intramural Research. The position supports investigations of inner ear cellular biology through the design and execution of laboratory experiments, preparation and analysis of biological specimens, management of transgenic mouse colonies, and collection and interpretation of microscopy data. A Master's degree is required, with a preferred field of study in Miscellaneous Biology. Familiarity with state-of-the-art confocal microscopy systems, computational analysis of microscopy data, transgenic mice and mouse colony management, and sample preparation for confocal microscopy is preferred.

Act as a key contributor to PS margin improvement, track the drivers of margin (utilisation, staffing mix, blended internal/partner rates, and cost) and surface risks and opportunities to PS leadership.
Model the margin impact of resourcing options and use it to inform assignment and capacity decisions.
Partner & Extended Workforce Management
Treat partners, subcontractors, and other external resources as part of the managed capacity pool, maintaining their profiles, skills, and availability in Kantata alongside internal resources.
Work with the wider Delivery team to decide when to deploy partner capacity versus internal resources, and design blended staffing that balances cost, margin, skills, and delivery risk.
Coordinate onboarding and offboarding of partner resources in the PSA tool, ensuring correct roles, cost rates, and bill rates are set up before assignment.
Manage partner demand end to end, from requesting resources against a statement of work through to assignment, time capture, and invoicing.
Ensure partner time is captured and approved in Kantata so that partner-delivered work is billed and recognised correctly, and reconcile partner cost and invoices with Finance.

What you'll bring
Proven experience in resource management, workforce and capacity planning, or PS operations, ideally within a SaaS, consulting, or technology Professional Services organisation.
Hands-on experience administering or acting as a power user of a PSA tool, Kantata (Mavenlink) strongly preferred; experience with a comparable PSA tool is valued.
Strong analytical and data skills, with advanced Excel or Google Sheets and confidence building models, dashboards, and reporting.

Skills & Experience
What you'll bring
Proven experience in resource management, workforce and capacity planning, or PS operations, ideally within a SaaS, consulting, or technology Professional Services organisation.
Hands-on experience administering or acting as a power user of a PSA tool, Kantata (Mavenlink) strongly preferred; experience with a comparable PSA tool is valued.
Strong analytical and data skills, with advanced Excel or Google Sheets and confidence building models, dashboards, and reporting.
Strong commercial acumen with a clear understanding of the levers of Professional Services margin, utilisation, leverage, rates, cost, and mix, along with a track record of using data to improve them.
Excellent stakeholder management and communication skills in English, with the ability to influence delivery, finance, and leadership stakeholders.
