Environmental Protection Specialist, USCG Oakland/Petaluma

This position would provide support in two or more of the above resource areas, providing general backup support to experienced subject matter experts. The candidate would conduct site visits; attend meetings; prepare correspondence; review documentation; and provide assistance to CEU and unit staff, as required, in order to ensure USCG compliance with applicable state and federal environmental requirements.
Specific Assignments include but are not limited to:
- Prepare environmental analysis of USCG engineering and real property actions in compliance with the National Environmental Policy Act.
- Support consultation with regulatory agencies such as U. S. Army Corps of Engineers and U. S. Fish and Wildlife Service, through meetings, phone calls, and written analysis.
- Attend Environmental Compliance Evaluations with CEU staff, assist in identifying and resolving compliance issues at USCG units.
- Assist in scheduling hazardous waste disposals and reviewing disposal documentation.
- Assist in unit compliance such as fee payments and technical support.
- Conduct site visits, review contractor submittals for technical and legal sufficiency, and provide technical support in answering questions and resolving conflicts.
- Provide environmental compliance support for other projects as assigned.
- Regular verbal and written updates of project status will be a routine aspect of coordinating all assigned tasks.
Requirements
Experience with environmental permitting procedures utilized by the Federal Government is required.
Specific Environmental Specialist qualification requirements:
- Education: Minimum of a Bachelor’s degree in Environmental Studies or a related field.
- Minimum of 1 year experience in the environmental field (may include internships or work during college).
- Basic familiarity with the requirements of the National Environmental Policy Act, Endangered Species Act, Clean Water Act, and Resource Conservation and Recovery Act.
- Knowledge of Windows 10, MS Office, MS Teams

We are actively seeking a dedicated Senior IT Service Desk Agent with a specialization in image management and proven expertise in troubleshooting Azure Virtual Desktop environments or Citrix. This role is essential in supporting and enhancing our IT services within a high-security government context, necessitating all candidates to be U.S. citizens with an active Department of Defense Top Secret Clearance with SCI eligibility.
This role is required to provide exceptional Tier 1-Tier 3 support, managing complex customer issues with a focus on imaging solutions, and addressing Azure Virtual Desktop challenges within our secure IT infrastructure.
- Image Management Proficiency: Assist with the maintenance and optimization of system images, ensuring they meet organizational standards and are effectively deployed across diverse hardware platforms.
- Azure Virtual Desktop Troubleshooting: Provide troubleshooting expertise for Azure Virtual Desktop environments, ensuring high availability, performance, and security compliance.
- Technical Support & Problem Resolution: Deliver outstanding Tier 1 - Tier 3 support, diagnosing and resolving complex issues related to desktop imaging, virtual desktops, and associated hardware or software.
- Operational Excellence: Maintain and enhance the IT service desk operations, ensuring SLAs are met and customer satisfaction is maintained at the highest levels.
- Documentation & Knowledge Sharing: Develop and maintain comprehensive documentation on imaging standards, procedures, and troubleshooting guides for Azure Virtual Desktop environments. Contribute to the IT knowledge base to assist in the swift resolution of common issues.
- Collaboration & Integration: Work closely with IT teams, including systems administrators, network engineers, and security specialists, to ensure a cohesive and secure IT environment. Provide input and support for IT projects, particularly those involving desktop and application virtualization technologies.
Requirements
- Active Top-Secret Clearance with SCI Eligibility: Mandatory requirement for all applicants.
- Experience in Image Management: Minimum of 2 years' experience in managing and deploying system images in a complex IT environment.
- Azure Virtual Desktop Expertise or Citrix: At least 1 years of hands-on experience in troubleshooting, supporting, and optimizing Azure Virtual Desktop environments.
- Advanced Problem-Solving Skills: Proven ability to diagnose and resolve complex technical issues related to desktop imaging and virtual desktop infrastructure.
- Documentation Skills: Strong capability in creating and maintaining clear, concise, and comprehensive documentation and knowledge base articles.
- Interpersonal and Communication Skills: Exceptional ability to communicate technical information to non-technical stakeholders and work collaboratively across various IT disciplines.
- Educational Background: Relevant Bachelor's degree or certification in Information Technology, Computer Science, or related field. Equivalent professional experience may also be considered.
Preferred:
- Desirable Skills: Experience with PIV login systems, familiarity with GovCloud environments, and proficiency in implementing security technical implementation guides (STIGs) for Azure.

The Contractor shall provide specialized subject matter expert support to the Government team for requests by the management to support ASOS modernization and evolution of surface observation systems. The Government team has the overall responsibility to develop, integrate, test, deploy, and sustain any new service or system in accordance with NOAA/NWS policies, directives, and processes. Project and program support shall include:
- Develop business process analysis and improvement plans for the ASOS PM • Perform industry research and new technology assessment for ASOS components
- Perform security analysis and planning
- Develop engineering and software development plans, as needed
- Provide project planning, budgeting (procurement, execution, invoicing, etc.), and management support
- Provide administrative support to develop and prepare briefing packages and other program reporting documents which will include status of ASOS funds and schedules
•Develop and maintain an Integrated Master Schedule (IMS) that is resource loaded In addition, the contractor shall assist the Government in developing and implementing business processes for and support the Government in tracking:
- Production contractor/Government communications;
- Warranty claims; • System/Sensor Deployment • Communications Provisioning Transition under the EIS contract vehicle • Deployment strategy
- Other business processes development and/or implementation in support of the Government during ASOS production and deployment.
