The ideal candidate is a hands-on Oracle EBS developer with strong PL/SQL expertise, proven interface development experience, and prior federal financial systems implementation experience. We are seeking a highly skilled Oracle APEX SME to support a major federal program. The role includes full lifecycle development of custom Oracle applications using Oracle APEX (21+), leveraging tools such as SQL Developer and Quest Toad, and building dynamic, responsive web interfaces using JavaScript, jQuery, AJAX, HTML, and CSS.
This role is 100% onsite, Monday–Friday, in the Washington, DC metro area.

Lead and manage the offshore functional team and collaborate closely with the client's internal team to ensure coordination and alignment.

7 10+ years of functional experience with Oracle Talent Management, Oracle Learning, or related HCM modules.
Prior experience serving as a Module Lead or Lead Consultant on Oracle Cloud HCM implementations.
Strong understanding of HCM business processes, talent lifecycle, and learning management frameworks.
Demonstrated experience working with offshore/onshore delivery teams.
Proven ability to lead design sessions, provide SME-level guidance, and communicate effectively with business and IT stakeholders.
Experience creating functional specifications, configuration workbooks, testing scenarios, and training materials.
Strong analytical, communication, and stakeholder engagement skills.
Experience supporting or leading Oracle Cloud implementations within regulated industries or public utilities.
Prior experience in large-scale HCM transformation programs.
Oracle Cloud certification(s) in Talent Management or Learning.
